After winning the Iowa Caucuses in 1988 during his first run at the Presidency, Missouri Congressman Richard Gephardt decided to take another shot for the 2004 nomination. Unfortunately Iowans were not so kind to him this time around and after taking 4th place behind Howard Dean, he withdrew his candidacy the next day with a tearful speech held in Missouri.
